Lift Orlando — the nonprofit started by some of the area’s most prominent business leaders to rejuvenate downtown’s struggling neighborhoods without gentrifying the existing communities — had just completed the $36 million, 200-unit Pendana at West Lakes mixed-income housing complex and was preparing for residents.
