Mr. Fullwood is the CEO of Ability Housing, an industry-leading not-for-profit multifamily rental housing developer dedicated to creating high-quality affordable housing.

He is an accomplished executive with deep roots in the affordable housing industry. After serving two separate terms on Ability Housing’s Board of Directors, including as Chair, he joined the organization’s executive staff in 2026.

Mr. Fullwood’s career includes positions spanning the public, private and nonprofit sectors. He began at AT&T prior to transitioning into the housing sector. He has held senior roles with The Vestcor Companies and the Metro North Community Development Corporation — experiences that strengthened his knowledge of Florida’s housing landscape. In 1999, he was elected to the Jacksonville City Council before advancing to the Florida Legislature.

Mr. Fullwood holds dual CEO roles at Ability Housing and Operation New Hope, with the long-term goal of creating more alignment between both organizations in key service areas like case management, mental health support, permanent supportive housing and workforce development training.

He holds a Bachelor of Arts in communications with a minor in political science from the University of North Florida. He also attended Morehouse College in Atlanta and is a graduate of both Leadership Jacksonville and Leadership Florida.
